Import/Export Guide
This guide helps buyers and vendors on premial.eu navigate the key steps of international trade, EU customs procedures, and import compliance.
For EU Buyers — Importing Goods
1. Customs Classification (HS Codes): Every product must have a Harmonised System (HS) code. This determines the applicable duty rate. Use the EU's TARIC database to look up duty rates.
2. Import Duties & VAT: EU imports are subject to customs duties (rate varies by product and origin country) plus import VAT (Romanian standard rate: 19%). VAT-registered businesses can typically reclaim import VAT.
3. Required Documents: Commercial Invoice, Packing List, Bill of Lading or Air Waybill, Certificate of Origin (for preferential duty rates), and product-specific certifications (CE marking, REACH compliance, etc.).
4. Customs Clearance: Buyers are responsible for customs clearance unless DAP or DDP Incoterms are agreed with the vendor. We recommend working with a licensed customs broker.
For Vendors — Exporting Goods
1. Export Documentation: Vendors must provide accurate Commercial Invoices, Packing Lists, and Certificates of Origin. False declarations are a serious legal offence.
2. Product Compliance: Products sold into the EU must comply with applicable EU regulations (e.g., CE marking for electronics, REACH for chemicals, food safety standards).
3. Sanctions & Restrictions: Vendors must ensure their goods are not subject to EU import bans or sanctions. Prohibited goods include certain dual-use items and sanctioned-country products.
